The BAT Ideology Group (BAT-IG) has proposed a multi-layered succession plan aimed at creating a structured leadership system across all tiers of government, with the goal of sustaining governance continuity in Nigeria.
The group said the initiative is designed to replicate the leadership philosophy of Bola Ahmed Tinubu by building a network of mentored leaders aligned with a common governance vision, spanning from ward to local government levels to federal institutions.
According to the group, the proposed framework seeks to institutionalise leadership development in order to ensure stability in governance and reduce disruptions that often accompany political transitions.
BAT-IG said the succession plan would involve developing a broad pool of trained leaders who could serve in positions such as ward chairmen, local government chairmen, state lawmakers, National Assembly members, governors, ministers and heads of government agencies.
The group noted that the initiative aims to create a continuous flow of administrators trained under a unified ideological framework to sustain policy direction regardless of changes in political leadership.
As part of the plan, BAT-IG announced the establishment of the Bola Ahmed Tinubu Institute of Politics and Policies in partnership with the Lagos State University of Science and Technology.
The institute, also described as the BAT Institute of Governance, is expected to serve as a national centre for leadership training and ideological development.
BAT-IG said the institute would offer structured academic programmes at diploma, master's and doctoral levels focused on governance and public policy, and would function as a platform for research into leadership models associated with President Tinubu.
Supporters of the initiative said the layered succession approach would allow future presidents to focus on governance rather than political survival by ensuring the presence of trained and aligned leaders across institutions.
They argued that a network of mentored leaders would reduce internal political friction and improve coordination between different arms of government.
BAT-IG said the model draws inspiration from structured political systems in other countries where succession planning is embedded into governance frameworks, noting that such arrangements help prevent disruptions in the event of leadership changes.
The group said adapting similar principles to Nigeria would require extensive mentorship programmes aimed at cultivating at least 100 trained leaders in each local government and ward.
According to BAT-IG, the initiative is intended to promote ideological consistency and administrative competence while reducing reliance on informal political patronage systems.
The group also emphasised the importance of close collaboration between the executive and legislative arms of government, saying aligned leadership would facilitate smoother passage of laws and implementation of policies.
BAT-IG described the proposed succession framework as a long-term strategy aimed at strengthening institutions and providing continuity in national development.
The group said the leadership pipeline would help address concerns about political uncertainty by ensuring a pool of prepared leaders capable of sustaining governance priorities over time.
